Joey was a tenured Full Professor 12 (SG 30-8) and former Vice Chancellor, University of the Philippines
(UP) Manila; past University Scientist III (2011-2022), and holder of the One UP Professorial Chair in
Pediatric Otorhinolaryngology (Craniomaxillofacial Surgery) 2016-2024 for Outstanding Teaching
and Research with special interests in paediatric cleft and aero-digestive surgery, medical education,
mentoring, medical writing, editing and peer review.
He is Editor-in-Chief, Philipp J Otolaryngol Head Neck Surg since 2006 and was International
Corresponding Editor 2020-2023, Singapore Med J; Charter President, Philippine Association of
Medical Journal Editors (PAMJE) 2011-2020; President, Asia-Pacific Association of Medical Editors
(APAME) 2014-2016; and President, World Association of Medical Editors (WAME) 2026 July-2028 June.
He is Chair of the Regional Journal Selection Committee (RJSC) for the Western Pacific Region Index
Medicus, World Health Organization, Chair of the National Journal Selection Committee (NJSC),
Philippine Council for Health Research and Development – Department of Science and Technology
(PCHRD-DOST) of the Republic of the Philippines, and Member, Editorial Policy Advisory Board,
Directory of Open Access Journals (DOAJ). He is on the Editorial Board of 6 journals (including the
AAO-HNSF journals Otolaryngol Head Neck Surg and OTO Open); International Advisory/Editorial
Board of 4 others (including Med J Australia and Brunei International Medical Journal); and Reviewer
for 6 more. He is on the Advisory Board and served/s as a Reviewer for the 8th (2017), 9th (2022) and
10th (2025) International Congress on Peer Review and Scientific Publication, Chicago Illinois (JAMA
Network, BMJ, METRICS). He is also a Mentor, Resident Reviewer Development Program, American
Academy of Otolaryngology Head and Neck Surgery Foundation; former Senior Health Advisor, Ayala
Healthcare Holdings Inc. (AC Health); and current Director and Trustee, Healthway Medical Network
Philippines Inc. He has taught and trained generations of authors, peer reviewers, and editors in all regions
of the Philippines, the Asia Pacific region, and internationally through numerous medical writing and peer
review workshops and courses, as well as by mentoring individuals and guiding journals and institutions
in setting up and improving scholarly scientific publication. He continues doing so today.
